Visa on arrival process to Paksitan

I was going to fly to pakistan with a visa on arrival as i had the required letter from the chamber of commerce and I m from one of the 66 countries who is able to receive this visa. please see pakistan government website below
http://www.pakboi.gov.pk/visa-sec.htm
At check-in the airline did not know about such a thing as visa on arrival (shaneen air) and required a letter from emigration of pakistan --which said its ok for me to board. And when we called the emigration they said they dont issue such a letter. Any body trying to fly to pakistan on visa on arrival should be aware of this and insist to from the emigration that its ok to board.. as I was not allowed to board and have to wait until such letter has been generated and sent to me..

Lets fix problems like this and reach out to authorities, let them know  so they synchronize all parties involved in travelling including the airlines. And my friend is working on visamanegment.com so all these issues can be automated..Anybody knows people who are authority please forward this this video link
